Optimizing YP.com and Yelp listings for local business

I have a fairly new business and I have been citation building over the past year. I noticed that when I perform a search for my keyword and city that YP.com and Yelp show up high on Google SERPS. I have a listing on both of these directories but my listing is unfortunately buried.
I have optimized my listings on these sites to the best of my ability. I have not upgraded to paid advertising on either. It's expensive and I here mixed reviews on the ROI.
I will list both profiles:

Can anyone offer any advice on optimizing or boosting these listings so I turn up in the first 3-5 instead of 20 or lower?

As for YP.com and any other IYP, it's a matter of buying your way to the top.

I would like to make the listing appear higher within YP.com and Yelp if possible. I've optimized it with images and details and so forth but my listings are not ranked high. Any help you can give me would be appreciated.

Do You Risk A Penalty From Local Paid Directories in 2022?
Hi there, I have a client who wants to advertise in a local directory along the lines of "find your nearest plumber". The directory only has paid listings and they are follow links and they also mention your site or generated landing page may get a nice bump on google. Is there a risk that they may get a penalty for using this directory? The client wants to use it regardless of if it gives them an SEO boost but obviously wants to avoid any penalties at all costs. Should i disavow yellowpages.com. Webmater tools shows 656 links coming from it.
We do not have any manual penalty warnings but I am still concerned that Google will see this as unnatural and be penalizing us to a lesser degree.

Paying for listing rather than a link
Hi If you pay to have a website listed within a web page as it will be beneficial to have it there for both the business and website audience, is this considered a dangerous tactic? The link is relevant to the situation and its not being done simply for a link Thanks in advance

What can I do to improve my site's local search ranking?
I've read a lot about the "Magic 7" ranking factors for local search, and I feel like in a lot of ways, my site (www.imageworkscreative.com) is doing all the right things and still not having terrific results. The only thing I can think of to really improve upon is how often our local keywords are mentioned on our pages - maybe setting up a local blog or something similar would be helpful? Adding footers that include the names of local cities? Does anyone have any pointers for me? We would really like to rank for things like dc web design, web design va, etc. - and fast. We have (recent) links from two local Chambers of Commerce and we're working on getting accredited by the BBB. I feel like those listings will help us, but there has to be more we can do.

White hat on a small business budget.
How can a small internet marketing firm build links and do SEO for small business clients? Seems to me the white hat link building would be next to impossible to do while making money at the same time. Say a small business client has $300 per month to spend on internet marketing... how can you possibly do white hat work for that kind of money? If you can... then how?

How much value do you put on guest post opportunities on blogspot.com or wordpress.com sites (or similar). If the blog is established, gets good readership and traffic, do you consider it to be as useful as a privately hosted blog? Local Personal training studio needs SEO advice. Is directory submission they way forwards?
I have a local personal training business and am struggling to push our website to the top of local personal training searches despite already having a better domain and trust score than almost all of the higher ranked competitors.
