How can do I report a multiple set of duplicated websites design to manipulate SERPs?

Ok, so within one of my client's sectors it has become clear that someone is trying to manipulate the SERPs by registering tons of domains that are all keyword targeted.
All of the websites are simply duplications of one another and are merely setup to dominate the SERP listings - which, at the moment, it is beginning to do.
None of the sites have any real authority (in some cases 1 PA and DA) and yet they're ranking above much more established websites. The only back links they have are from dodgy-looking forum ones. It's all a bit crazy and it shouldn't be happening.
Anyway, all of the domains have been registered by the same person and within a two-month time period of each other.
What do you guys think is the best step to take to report these particular websites to Google?

As Mark suggested, create a spreadsheet in Google Drive and list all of the domains/URLs in the spreadsheet.
Add a single URL in the first field of the Spam Report form (the required field), then in the third field, provide a link to the spreadsheet (300 character max)
Something like: "I believe the sites listed in the googledoc at URL are using manipulative linking practices to influence search engine rankings"
Do be confident though, as Mark warned, that your client's site is able to withstand any scrutiny that might come with a review of sites in the niche.

I would try creating an open Google doc, and then listing all of the sites in the network. Kind of like the reconsideration request method, where you link to an open Google doc with all of the details of the webmasters you contacted, responses, success rate, etc

Thanks for your response.
I'm aware of that link but it only allows you to submit one link at a time. In this case, there are tons of domains that I'd have to submit. So, is there anyway to submit multiple sites?

Google has a specific form for reporting webspam - you can find the spam report here - https://www.google.com/webmasters/tools/spamreportform?hl=en
Before you submit a competitor, make sure your own site/s are clean - don't want them looking to closely into your SERPs and your sector and finding a problem with you as well.

Duplication content management across a subdir based multisite where subsites are projects of the main site and naturally adopt some ideas and goals from it
Hi, I have the following problem and would like which would be the best solution for it: I have a site codex21.gal that is actually part of a subdirectories based multisite (galike.net). It has a domain mapping setup, but it is hosted on a folder of galike.net multisite (galike.net/codex21). My main site (galike.net) works as a frame-brand for a series of projects aimed to promote the cultural & natural heritage of a region in NW Spain through creative projects focused on the entertainment, tourism and educational areas. The projects themselves will be a concretion (put into practice) of the general views of the brand, that acts more like a company brand. CodeX21 is one of those projects, it has its own logo, etc, and is actually like a child brand, yet more focused on a particular theme. I don't want to hide that it makes part of the GALIKE brand (in fact, I am planning to add the Galike logo to it, and a link to the main site on the menu). I will be making other projects, each of them with their own brand, hosted in subsites (subfolders) of galike.net multisites. Not all of them might have their own TLD mapped, some could simply be www.galike.net/projectname. The project codex21.gal subsite might become galike.net/codex21 if it would be better for SEO. Now, the problem is that my subsite codex21.gal re-states some principles, concepts and goals that have been defined (in other words) in the main site. Thus, there are some ideas (such as my particular vision on the possibilities of sustainable exploitation of that heritage, concepts I have developed myself as "narrative tourism" "geographical map as a non lineal story" and so on) that need to be present here and there on the subsite, since it is also philosophy of the project. BUT it seems that Google can penalise overlapping content in subdirectories based multisites, since they can seem a collection of doorways to access the same product (*) I have considered the possibility to substitute those overlapping ideas with links to the main page of the site, thought it seems unnatural from the user point of view to be brought off the page to read a piece of info that actually makes part of the project description (every other child project of Galike might have the same problem). I have considered also taking the subsite codex21 out of the network and host it as a single site in other server, but the problem of duplicated content might persist, and anyway, I should link it to my brand Galike somewhere, because that's kind of the "production house" of it. So which would be the best (white hat) strategy, from a SEO point of view, to arrange this brand-project philosophy overlapping? (*) “All the same IP address — that’s really not a problem for us. It’s really common for sites to be on the same IP address. That’s kind of the way the internet works. A lot of CDNs (content delivery networks) use the same IP address as well for different sites, and that’s also perfectly fine. I think the bigger issue that he might be running into is that all these sites are very similar. So, from our point of view, our algorithms might look at that and say “this is kind of a collection of doorway sites” — in that essentially they’re being funnelled toward the same product. The content on the sites is probably very similar. Then, from our point of view, what might happen is we will say we’ll pick one of these pages and index that and show that in the search results. That might be one variation that we could look at. In practice that wouldn’t be so problematic because one of these sites would be showing up in the search results. Competitors with duplicate sites for backlinks
Hello all, In the last few months, my company has seen some keywords we historically rank well for fall off the first page, and there are a couple competitors that have appeared that use backlinks from seemingly the same site. For fairness, our site has slow page load speeds that we are working on changing, as well as not being mobile friendly yet. The sites that are ranking are mobile friendly and load fast, but we have heaps of other words still ranking well, and I'm more curious about this methodology. http://www.glasswhiteboards.com.au/ In OSE, glasswhiteboards has the majority of links from whiteboards, and the content between the sites is the same. My page has higher domain authority & page authority, but less backlinks. However, if you take away the backlinks from the duplicate site, they are the same. Isn't this type of content supposed to be flagged? My question is about whether this kind of similar site on different domains is a good idea to build links, as all my research shows that it's poor in the long run, but it seems to be working with these guys. Another group of sites that has been killing us uses this same method, with multiple sites that look the same that all link to each other to build up backlinks. These sites do have different content. Can a Self-Hosted Ping Tool Hurt Your IP?
Confusing title I know, but let me explain. We are in the middle of programming a lot of SEO "action" tools for our site. These will be available for users to help better optimize their sites in SERPs. We were thinking about adding a "Ping" tool based in PHP so users can ping their domain and hopefully get some extra attention/speed up indexing of updates. This would be hosted on a subdomain of our site. My question is: If we get enough users using the product, could that potentially get us blacklisted with Google, Bing etc? Technically it needs to send out the Ping request, and that would be coming from the same IP address that our main site is hosted on. If we end up getting over a 1000 users all trying to send ping requests I don't want to potentially jeopardize our IP. Thoughts?

Competitor is interlinking between his websites
I have a competitor who ranks in the first page for all his keywords and i found out in open site explorer that he has been interlinking between websites and it is obvious because he owns the same domain but different countries. for example, www.example.id (indonesia) www.example.my (malaysia) www.example.sg (singapore) (asian countries domain) my question here is this even consider "white hat"? I'm Getting Attacked, What Can I Do?
I recently noticed a jump in my Crawl Errors in Google Webmaster Tools. Upon further investigation I found hundreds of the most spammy web pages I've ever seen pointing to my domain (although all going to 404 errors): http://blurchelsanog1980.blog.com/ http://lenitsky.wordpress.com/ These are all created within the last week. It appears that no matter what I do, my website is not picking up traffic. What can I do?
I have tried everything, followed everything by the book...yet nothing is happening. I I yet have to try PPC, but I am sure that by now the website is healthy since I have spent from January to the current date fixing every sort of warning and errors. While I have worked on link building strategies(only submitting links to directories for the moment) However the website is dead. What should I do? Is this due to a Google penalty?

Cross linking websites of the same company, is it a good idea
As a user I think it is beneficial because those websites are segmented to answer to each customer needs, so I wonder if I should continue to do it or avoid it as much as possible if it damages rankings...
