Is it black hat to include your city name in a blog title to hopefully help local search resultts

I frequently blog and want to increase my ranking in local search in my area-Boston-blogging about Plastic Surgery.
If I write a post about tummy tuck will I be penalized by Google search if I use a title like
Tummy Tuck After Weight Loss Boston or Boston Tummy Tuck After Weight Loss -

i don't know if it would be classed as Black Hat SEO, but its definitely not great SEO. Why not focus more on writing great articles about weight loss etc, but within the article itself mention the place. But if all your titles suddenly have Boston in them you are opening yourself up to being penalised by Google.
Just be natural, when talking in the pub would you say "Boston Tummy Tuck After Weight Loss", no more likely "tummy tuck after weight loss" - think of your titles in how you would speak.

Set targeted Geo location meta tags in place to tell crawlers about the most preferred location of your website content. Using the name of the city in title will not help. Its not Black hat until you extremely over do it.

Is it a good idea to publish a list of players in my industry, including competitors?
I am working with an e-commerce site that does mostly B2B sales in a very commoditized industrial product segment in which very few manufacturers sell direct. It's all done through distributors and resellers, like our site. We don't often win on price, but we do win enough SERP battles to get the visitors and provide great customer service, so we have gained a following and we do compete well for some very large orders. We list several thousand products and in a given month, visitors regularly hit over 1,000 different landing pages. While we make most money from relatively few items, most items are sold only once a year, maybe twice. It's a very longtail business, and therefore tough to do a great job optimizing all pages down the tail. So, one thing I'm doing is building out a set of resource pages with common questions, terminology and other useful bits so the site gains more traffic and authority, in the hope of boosting product pages. e.g., an in-depth category definition in the glossary could link to all the items in a category. In addition to adding content that augments product pages, I'd like to create basically a map of the whole industry, including brand name manufacturers, white label manufacturers, distributors, etc. If it's going to be a truly comprehensive list, it should include my competitors. Given that I have never found such a list, it feels like this could be a good page and earn some links. Since it's unlikely much traffic will even find that page, compared to product pages, are there potential pitfalls I should be aware of? I get the feeling if I create a page that others bookmark and visit when hunting for products in our market, we win, even if most visitors to that page won't buy from us. I've been in this industry for four years now, and it's amazing how hard it is to find some companies. Only a handful even think about SEO, since they sell through other channels. Should I link to all my competitors (which is only about a dozen) among hundreds of other industry links?

Dr. location website and blog
I use Moz Local to sync my Endocrinology medical clinic website to search engines and directories and it has helped me a lot. However, I want to start a blog that deep dives into Endocrine based issues like diseases and conditions. The issue is I am not sure if I should just add the blog to my Endocrinology Medical Clinic website or Start the blog off on a completely new domain because one day I might want to sell my Endocrinology Medical Clinic but keep my Endocrine based blog. What do you suggest? Also do any of your services help submit blogs without a physical address to search engines and directories like Moz Local?

How many backlinks should I incluede in guest blog?
Hello MOZ I really need some help here and would love your advice! I have access to a fantastic PBN through my sister's work colleague who is an experienced marketing director. The PBN is relative to my industry and are all DA 50+ My sister is a copywriter and is putting content together around 500-600 words long. My questions are: How many backlinks should she include in each guest blog post? Are 2 too many? Should the anchor text keywords be exact to the products I am selling? Promoting external blogs on our own
From time to time we're promoting blog posts written by our employees on their external blogs (separate domains) to our official company blog. This happens when the content is valuable for our visitors and it's worth to be shared. The post is copied in its entirety and we add the sentence This post was originally published on <external blog="" post="" link="">at the top. Will this be considered duplicate content? Setting up a blog for client, should I build external links to the blog
