Google automatically generating and verifying duplicate business pages?

Was on the phone with Google Support about duplicate, verified pages showing up and they said they're doing a "cleanse" in which an automated system is reviewing existing listings and making decisions as to how those look, which often results in a new page that Google then automatically verifies.
Their Support phone system has been bogged down with people calling in, but I'm not seeing anything when I search about this issue.
Is anyone else experiencing this?

The problem is for both Google+ for Business and in Google's Places for Business dashboard. The duplicate listings aren't showing up in the SERPs, because Google is deactivating one of the "duplicates."
So, let's say I claimed an unverified Google+ for Business page for A Generic Business. I verify the page, fill out all the info, add photos, etc. and it's live and listed on Google and looks splendid. All the info is correct, confirmed, etc.
Then, say, a week later, I log into my account and there's a red banner across the top of my Google+ for Business dashboard saying that my listing has been marked as a duplicate. A duplicate of what? As always, I searched and only found one, unclaimed listing and that's what I moved into my account and verified.
I called Google and asked what happened, and they said they're doing a "cleanse," in which they're looking over both Google Places for Business listings and Google+ for Business pages and making "automated adjustments."
I've had multiple clients' business pages marked with this red banner, because Google generated and automatically verified a true duplicate of what it thought the page should look like, and then just pushed my listing out.
I hope this explanation helps make a bit more sense.

I'm sorry I don't completely understand this question. Do you mean Google+ business pages? Are they showing up duplicate in SERP's and both are verified? I'd like to help, but I'm not sure what the problem is.

Choosing Your Own Photo for Google Business?
When we type in our business name, our google business profile comes up on the right-hand side per usual. However, the photo that is displayed is not the one we want to be displayed. Is there a way to change that? Is there a way to tell google "this is the photo we want to display in search?" We’ve got a clients site which doesn't have the contact details on every page, all the contact details are on the /contact page which is using the schema.org local business markup Some sites that our outranking us locally have their contact details on all pages, where as others only have it on the contact page also. Multiple Google Business Pages/ Backlinks for Google Maps
Hello, I represent several attorneys in the metro Atlanta area. In doing my research with open site explorer and other tools I am finding that many of the competitors have more that one, if not several personal and branded Google business pages.

So this raises several questions while I go through my Local SEO strategy. How Many Google+/My Business Pages Can A Business Owner Have? Should I be creating backlinks for the Google Business Pages as I do for my clients website? I noticed that some of the competitors are creating backlinks with their Google Map Location URL, is this a best practice? In addition to those questions, I am curious about the various different Google+ pages that are available to business owners.
As of now, I create and cultivate the following Google Pages for my clients: Claim a GMB Page and optimize it with photos and accurate information Attached to the GMB Page there is a Google + Page(this is where I share blogs and updates for the business). Upon further review I feel like there are a few steps that I am missing in regards to the Google + pages. Listed below are the links to Local Market leader for Criminal Defense in Woodstock GA. Description on Google+ & ALL Citations the same or?
Does it matter if the description is different on Google local and all the citation websites? Some websites allow a lot of description, some don't. So my question is it only the company name+address that needs to be the same across the board or the description has to be the same too?
