Do allow or disavow, that is the question!

We're in the middle of a disavow process and we're having some difficulty deciding whether or not to disavow links from Justia.com and prweb.com - justia.com alone is giving us 23,000 links with just 76 linked pages. So, to allow, or disavow? That's the question!
What do you think guys?

If you decide to take action action, then being aggressive with the links is a good approach. Both in Cyrus Shephard's great Moz blog post on the disavow tool and also advice from Google itself says if you suspect an entire domain to be spammy, go ahead and disavow all of it.
However, from my own perspective, I would only go through and create a disavow file if I knew for sure that I was suffering from a manual or algorithmic penalty. I have seen very little benefit in being proactive with that tool (eg rankings are good, you spot bad links in your link profile and disavow them to be safe) and, in fact, I have seen a number of cases when a disavow was submitted "prematurely" - ie, a site was ranking fine and then disavowed some links and saw rankings fall.
If we want to look at it from a slightly skeptical point of view - if you're not suffering from a Google penalty, do you really want to inform Google that you have suspicious links in your profile?
However, that is a matter of preference based on my own experience. I would certainly take note of the links you think are bad (and perhaps put together a file ready to go, just in case). Worth noting that prweb.com has made all of its links nofollow anyway, and so as they're not passing on link equity it doesn't seem logical to then disavow them (as they have no SEO benefit) Also, keep in mind though that if you visit the page and the link is not there - and especially if you do a google search for cache:http://www.example.com and see that the cached version contains no link - there's a very good chance that the link has already been discounted anyway and so would not be flagged in a manual or algorithmic check. Seeing as you have so many links from the domains, that may be occurring.

Has Google notified you of the need to disavow links in Webmaster Tools? Usually, there's a message about unnatural links on the Manual Actions page.
I've never preemptively disavowed links. Maybe that's wrong. But then again, no single site is giving us 23,000 links.

Question about region codes and Hreflang?
A client (see example above) has accidentally place region codes into the hreflang when the content is intended for all audiences that speak the language. So "fr-fr" should really just be "fr" since those that are "fr-be", "fr-ca", and "fr-ch" should all be getting to the French version of the website too. And there isn't a specific subdirectory for French speakers in Belgium or France or Switzerland, etc. However, when looking at Google Analytics, these region codes don't seem to be stopping those from other regions from getting to the correct landing page. Medical / Health Content Authority - Content Mix Question
Greetings, I have an interesting challenge for you. Well, I suppose "interesting" is an understatement, but here goes. Our company is a women's health site. However, over the years our content mix has grown to nearly 50/50 between unique health / medical content and general lifestyle/DIY/well being content (non-health). Basically, there is a "great divide" between health and non-health content. As you can imagine, this has put a serious damper on gaining ground with our medical / health organic traffic. It's my understanding that Google does not see us as an authority site with regard to medical / health content since we "have two faces" in the eyes of Google. My recommendation is to create a new domain and separate the content entirely so that one domain is focused exclusively on health / medical while the other focuses on general lifestyle/DIY/well being. Because health / medical pages undergo an additional level of scrutiny per Google - YMYL pages - it seems to me the only way to make serious ground in this hyper-competitive vertical is to be laser targeted with our health/medical content. Disavow links of my own in niche forums that i post to regularly?
Hi Yall, I'm disavowing a new set of links and have come across a wall: Let's say your niche is in web hosting and you post to forums such as a webhostingtalk.com (a forum very popular in the hosting business). If your sole purpose is mostly selling your business and you have links (not anchor text keywords) that you direct users to for specific products and such...do you do a disavow those links? I'm not leaving links like: Web hosting, or, Free Hosting... I'm posting deals and answering some questions on other posts that direct to my site with traditional links. Thank you

Submitted a Disavow BUT can't send in a RECONSIDERATION, WHY?
Hi Community! 2 weeks ago, i sent in our first/HUGE disavow list to Google. Out of the 2700 domains we submitted, 1300 of them we successfully removed, but we have nothing to show Google. Reason is because on our reconsideration request page, we can't submit anything because we didn't receive a message from Google (please see screenshot). I know for a FACT we got hit by an ALGORITHM penalty back in March2013. So, I have this wonderful Gdoc to prove that we worked LONG AND HARD to add and remove links in the past year, but we can't seem to message Google and tell them our story on why we should be reconsidered. How do we tell Google our success of removals? It's been 2 weeks, how much longer until we see a change in traffic? Negative SEO + Disavow
My site is very new (~1 years old), but due to good PR we have gotten some decent links and are already ranking for a key term. This may be why someone decided to start a negative SEO attack on us. We've had less than 200 linking domains up until 2 weeks ago, but since then we have been getting 100+ new domains /day with anchor texts that are either targeted to that key term or are from porn websites. I've gone through the links to get ready and submit a disavow... but should I do it? My rankings/site traffic has not been affected yet. Reasons for my hesitations: 1. Google always warns against using the disavow, and says "you shouldn't have to use it if you are a normal website." (sensing 'guilty-until-proven') 2. Some say Google is only trying to get the data to see if there are any patterns within the linking sites. I don't want the site owners to get hurt, since the villain is someone else using xrumer to put spammy comments on their site. What would you do?

Google Product Feed Newbie Question
Hi, I don't know much of anything about Google Pruduct Feeds. Here is my starting point on thia: 1. Is this really free? We'd be doing it without Google checkout, just landing on our own pages with our own checkout. 2. Where do you upload the file? 3. What determines if you come up or not as a result? Any strategy or tactics involved? 4. We're the manufacturer of a product and late to the product feed game. The description that Google has used for our products is not ours or great. Architecture questions.
I have two architecture related questions. Fewer folders is better. For example, www.site.com/product should rank better than www.site.com/foldera/folderb/product, all else constant. However, to what extreme does it make sense to remove folders? With a small site of 100 or so pages, why not put all files in the main directory? You'd have to manually build the navigation versus tying navigation to folder structure, but would the benefit justify the additional effort on a small site? I see a lot of sites with expansive footer menus on the home page and sometimes on every page. I can see how that would help indexing and user experience by making every page a click or two apart. However, what does that do to the flow of link juice? Does Google degrade the value of internal footer links like they do external footer links? If Google does degrade internal footer links, then having a bunch of footer links would waste link juice by sending a large portion of juice through degraded links, wouldn't it?
