Do allow or disavow, that is the question!

We're in the middle of a disavow process and we're having some difficulty deciding whether or not to disavow links from Justia.com and prweb.com - justia.com alone is giving us 23,000 links with just 76 linked pages. So, to allow, or disavow? That's the question!

If you decide to take action action, then being aggressive with the links is a good approach. Both in Cyrus Shephard's great Moz blog post on the disavow tool and also advice from Google itself says if you suspect an entire domain to be spammy, go ahead and disavow all of it.
However, from my own perspective, I would only go through and create a disavow file if I knew for sure that I was suffering from a manual or algorithmic penalty. I have seen very little benefit in being proactive with that tool (eg rankings are good, you spot bad links in your link profile and disavow them to be safe) and, in fact, I have seen a number of cases when a disavow was submitted "prematurely" - ie, a site was ranking fine and then disavowed some links and saw rankings fall.
If we want to look at it from a slightly skeptical point of view - if you're not suffering from a Google penalty, do you really want to inform Google that you have suspicious links in your profile?
However, that is a matter of preference based on my own experience. I would certainly take note of the links you think are bad (and perhaps put together a file ready to go, just in case). Worth noting that prweb.com has made all of its links nofollow anyway, and so as they're not passing on link equity it doesn't seem logical to then disavow them (as they have no SEO benefit) Also, keep in mind though that if you visit the page and the link is not there - and especially if you do a google search for cache:http://www.example.com and see that the cached version contains no link - there's a very good chance that the link has already been discounted anyway and so would not be flagged in a manual or algorithmic check. Seeing as you have so many links from the domains, that may be occurring.

Has Google notified you of the need to disavow links in Webmaster Tools? Usually, there's a message about unnatural links on the Manual Actions page.
I've never preemptively disavowed links. Maybe that's wrong. But then again, no single site is giving us 23,000 links.

Question about region codes and Hreflang?
A client (see example above) has accidentally place region codes into the hreflang when the content is intended for all audiences that speak the language. So "fr-fr" should really just be "fr" since those that are "fr-be", "fr-ca", and "fr-ch" should all be getting to the French version of the website too. And there isn't a specific subdirectory for French speakers in Belgium or France or Switzerland, etc. However, when looking at Google Analytics, these region codes don't seem to be stopping those from other regions from getting to the correct landing page. Few question about SEO
HI guys, I have few questions and I always find good answer here. I tried many SEO companies some very expensive and well known some with medium prices and some from India. I’m not an SEO expert but I always get the same things from SEO companies. They're saying you have to stay with us for few months before you’ll see any results. I completely understand however I don’t see the result on the end.1. What exactly Do I need SEO company for, after I do on page optimisation if they don’t work on proper backlinks. Just letting you know I’m getting content from other people.2. Is there something else which is really important after your page is optimised than backlinks? Or we should fully focus on get backlinks from customers, guest post, sharing on social media etc. to increase our DA and PA?3. Any advice about some individual or company who is good in backlink services?

Using disavow tool for 404s
Hey Community, Got a question about the disavow tool for you. My site is getting thousands of 404 errors from old blog/coupon/you name it sites linking to our old URL structure (which used underscores and ended in .jsp). It seems like the webmasters of these sites aren't answering back or haven't updated their sites in ages so it's returning 404 errors. If I disavow these domains and/or links will it clear out these 404 errors in Google? I read the GWT help page on it, but it didn't seem to answer this question. My Website Has a Google Penalty, But I Can't Disavow Links
I have a client who has definitely been penalized, rankings dropped for all keywords and hundreds of malicious backlinks when checked with WebMeUp....However, when I run the backlink portfolio on Moz, or any other tool, they don't appear anyone, and all the links are dead when I click on the actual URL. That being said, I can't disavow links that don't exist, and they don't show up in Webmaster Tools, but I KNOW this site has been penalized. Also- I noticed this today (attached). Any suggestions? Are links that are disavowed with Google Webmaster Tools removed from the Google Webmaster Profile for the domain?
Hi, Two part question - First, are links that you disavow using google webmaster tools ever removed from the webmaster tools account profile ? Second, when you upload a file to disavow links they ask if you'd like to replace the previously uploaded file. Does that mean if you don't replace the file with a new file that contains the previously uploaded urls those urls are no longer considered disavowed? So, should we download the previous disavow file first then append the new disavow urls to the file before uploading or should we just upload a new file that contains only the new disavow urls? Disavowal & Reconsideration request - Can I do one without the other?
I submitted a link disavowal file for a client a few weeks ago and before doing that I read up on how to properly use the tool. My understanding is that if you received a manual penalty then you need to submit a reconsideration request after cleaning up links. We didn't receive a penalty so I didn't submit one. I'm wondering if anyone has used the tool (not stemming from a penalty) and if you did or didn't submit a recon. request, and what the results were. I've read that if a site is hit algorithmically, then filing a recon request won't help. Should I just do it anyway? Would be great to hear from anyone who has gone through a similar situation.

Paging Question: Rel Next or Canonical?
Hi, Lets say you have a category which displays a list of 20 products and pagination of up to 10 pages. The root page has some content but when you click through the paging the content is removed leaving only the list of products. Would it be best to apply a canonical tag on the paging back to the root or apply the prev/next tags. I understand prev/next is good for say a 3 part article where each page holds unique content but how do you handle the above situation? Thanks
