What is the best program to create an html sitemap?

I already have an xml sitemap, so I've been researching how to create an html sitemap with over 10,000 urls for an ecommerce website. Any program, paid or unpaid, just needs to be created so it looks good to put in the footer of our website.

Should Sitemaps be placed in the sub folder they reference?
I have a sitemap-index.xml file in the root. I then have several sitemaps linked to from the index in example.com/sitemaps/sitemap1.xml, example.com/sitemaps/sitemap2.xml, etc. I have seen on other sites that for example a sitemap containing blogs where the blogs are located at example.com/blog/blog1/ would be located at example.com/blog/sitemap.xml. Is it necessary to have the sitemap located in the same folder like this? I would like to have all sitemaps in a single sitemap folder for convenience but not if it will confuse search engines. My index count for URLs in some sitemaps has dropped dramatically in Google Webmaster Tools over the past month or so and I'm not sure if this is having an effect. If it matters, I have all sitemap files, including the index, listed in the robots.txt file.

HTML Site for Speed
I have a few small sites and landing pages on Wordpress that I want to load a lot quicker than they do. It occurred to me that if there is not a lot of content management necessary, I should simply make the static web pages straight html instead of trying all the modifications necessary to get some Wordpress sites and themes to load quicker. I have noticed the html sites I have load lighting fast on slow hosting service. Is this a good idea, can anyone think of drawbacks to it? Security? Responsiveness? SEO? And what about taking some company's sites with blog straight html so the home page loads quick, and then using Wordpress for the blog?

Determine the best URL structure
Hi guys, I'm working my way through a URL restructure at the moment and I've several ideas about the best way to do it. However, it would be good to get some views on this. At the moment I'm working on a property website - http://bit.ly/N7eew7 As you can quickly see, the URL structure of the site needs a lot of work. Similar websites - http://bit.ly/WXH5WG http://bit.ly/Q3UiLC One of the sites has http://www.domain.ie/property-to-let/location/ And the other has http://www.domain.ie/rentals/location/property-to-let/ I could do with some guidance about the best steps to take with this. Best TLD for china
In China there are 2 commonly used tlds .cn and .com.cn. We own both versions for a new domain. Does anyone know if there is research done which one is the best TLD "in the eyes" of the search engines Baidu and Google? Or maybe there is a methodology to select the best? Thanks!

Half Implemented HTML 5 Structure
Hi there, I have just notced on a website that it has a halt implemented html 5 structure. Well, when I say half implemented, it has the doctype and then one <header>section.
