Can't get past the 15th page of Google SERPs

I've been doing Local SEO for 9 years and have never had an issue that frustrated me as much as this one. I have a client who I can't get past the 15th page of Google's SERPS for their #1 KW. Here are the details:
- The domain is 4 months old
- In that 4 month span the site has gone from a DA 1 to a DA 24
- Spam score is a 0. I know this doesn't mean a ton but I can tell you from closely reviewing their AHrefs report, there's no influx of spammy links or anything like that.
- The design is a custom wordpress design
- The content is 100% unique and professionally written content
- The backlink profile (in my opinion) is full of high DA and PA sites from authority sites with high trust flow ... in my opinion their backlinks are superior to all but maybe a handful of competitors.
- I was not expecting 1st page results by now but I would have expected top 50 results a the very least. But to not crack the top 15 tells me there's some major issue here.
I really need some insight as to what could be holding me back here ... I don't want to share the domain publicly but but I will PM you it if you're interested in taking a crack at it. I will seriously pay someone a small fortune if they can help me figure this out.

Hi Brian,
Unless you are able to share the identity of the website, it's going to be shooting in the dark as to what might be going on. You've categorized this as 'local'. Could you be targeting keywords that don't actually relate to your client's geographic location? For example, a business outside city limits trying to rank for a geo+keyword term inside the city.
Everything cool with Google Search Console? No warnings?
How competitive is the market/keyword phrase you are targeting?

As I reviewed your website and found following points to fix
- Most important (this might fix your problem) Your website is accessible via http:// and https:// .. this can be a major issue as Google would view your content as duplicate. 301 all your http requests to respective https pages
- Robots.txt missing from the website, add it and enter the sitemap location on it.
Few less important but relevant points to fix.
- Promote > "Main keyword" to H1 instead of H2 (you can take help of developer if required)
- Your webpage has 46 'img' tags and 43 of them missing the required 'alt' attribute.
- Your webpage is using 17 inline CSS styles, fix it.

Looking at the details provided by you. I am sure about few things:
- Your website is already ranked for few related keywords, that you might or might not be aware of .
- You are targeting a VERY high competition keyword.
Having said that, there should be no reason you should be moving up from the 15th page for the target keyword. Please discuss the details, I would like to take this as challenge and publish the findings here to help others (without revealing specific details of the project)

Google My Business Issue
I have seen an issue with GMB that Google Support say is not an issue. I work for an agency and we manage about 50-60 GMB accounts for our clients. Most of our clients are flooring retailers and under our MCC account we also have our agencies listing. When I was searching for my client on Google using their brand name for example Walmart, I noticed my agency listing shows even though my client is over 1000 miles away. I have used multiple browsers in incognito and multiple devices and still see this so I know its not a personalized result. We also link to this client from our website which is the only thing connecting the dots between my agency and the client. https://imgur.com/UEqNAyA - screenshot (hiding phone numbers & business names for obvious reasons) showing 2 locations over 1000 miles apart. My first attempt at contacting Google I was informed of ways to get my listing higher which I quickly told them that isn't my issue. I also asked to speak to a SME (subject matter expert) and was told all of them were on lunch, asked for a supervisor and was told they were too on lunch. Has anyone else experienced this? Any idea why it would show two different companies over 1000 miles apart when searching for a companies name? Did I stumble a way for SEO's to cheat the local map pack?

Google Maps Remove from maps option - Does that mark as permanently closed?
We have a client that has an old G maps listing that keeps popping up. The newer listing (less than 2 years) has over 150 legit 5-star reviews, but the older, crappy listing (about 4-5 years old) with 5 reviews keeps coming up in maps. I noticed that Google has new options available, and you can now request that the listing be removed from maps. In the past, this type of option did not "remove" the listing, but rather marked it as "permanently closed." We want to completely remove it from maps altogether but cannot allow the time to reverify and activate if it marks it as permanently closed. Both have the exact same address and different business names. Both are located in our Google manager account. What is the fastest and most efficient way of getting this removed without risking the "permanently closed" showing up and having to re-verify/reclaim? Calling GMB directly?

Google Knowledge Graph Missing Telephone Information/Multiple Locations
Does anyone have experience correcting the Google branded knowledge graph for a local listing? We have an issue with the knowledge graph not displaying telephone numbers on a clients local knowledge graph panel in the SERPs (for desktop searches). We manage over 1,500 local listings for the same company and the majority of those listings display telephone numbers on the right hand side of the branded knowledge graph panel. However, a handful do not display a telephone number. If you click through the map section of the knowledge graph panel, into the Google Maps/Google My Business page the numbers are listed, they are just not showing up on the knowledge graph panel in the SERPs. The local numbers are listed on the Google My Business page. Does anyone have any experience with this and can recommend what other items we should check for that could help get the numbers to show up on the on the knowledge graph panel in the SERPs? Relocating a Business location on Google My Business
Hello, One of our clinics is moving a couple of miles away from it's current location. Does anyone know the proper steps to take to make the change in Google My Business. I know I can go in and edit all the details, but what becomes of the former listing? If someone were to search by our name and the former street address, is Google going to be smart enough to deliver our new location as the search result? Also, I know there's a Mark Permanently Closed feature, but that's not exactly true. That location didn't "close," it relocated so I'm assuming I should stay away from that feature. Hello Moz Frdz, My website Is Ranking Very Well Overall, also in Google Map Listing too, it is also Verified Listing , But The problem is someone has added My website domain TO there Address with 3 different places Because of That My Customers Not getting Proper Direction to my correct place, They R misleading to other 3 Places Listed By someone else, I Have Also Marked That Places As Permanently close, But Google Has Not accepted, How should I Remove That wrong Locations which Used My website ? NAP question and Google local.
Hello, My client has successfully grown one of their event venues locally (lets call it venue A) and on the back of that bought two more venues (B & C). Then created an umbrella company to manage all three. He now wants to market the umbrella company and so redirected the original successful venue domain (A) to the new umbrella company domain. The umbrella company is located at the same address as the original venue A. So it shares the same address, phone number, website as venue A but a different name. All this done before me. He has a Google local page for the original venue - venue A- and changed the domain on it to the new one. He also has Google local pages for the other two venue locations. But doesn't have a Google local page for the umbrella company. Now he finds rankings are down. Looking around I can see that his citations are all based on the original successful venue name A - but he has changed the website URL on many of the citations to the new domain.So a bit of a mess as we have a mixture of addresses, same phone number for all 4 , different business names for all 4, same website for all 4. If all the venues plus the umbrella company are in the same city, but have different names and addresses but the same phone number (for bookings) and web address, are they allowed a Google local page each? I suggest just having a Google local page for the umbrella company and remove the others as they are not actually separate businesses although they do have different addresses. But unsure if this is correct or necessary. Not sure how to progress with this one and any help appreciated?

Is the new local 3-pack the death of Google+ as factor?
So now we have the new 3-pack local results, which obviously cut the listings Google+ link from the results. What I find strange is that is now even when searching the business name alone, there is no sign of the associated Google+ page in the results. I still get other local third party listings like Facebook, Yellowpages, and Yelp – but no link anywhere for the Google+ page. I noticed this today when I wanted to verify something on a client’s page. There was nothing I could do search wise to bring up this business Google+ page. I finally got it by clicking the link through Moz local. After exploring this with some other clients, when I do get a Google+ page in the search results some have produced a 500 error when clicked on. If Google wasn’t killing off Google+, why would they completely omit the pages from their own search results? Another extremely strange thing, the majority of my clients are independent local businesses inside a large national company. Their Google+ listings have always been managed corporately using a bulk listing feed. We could never gain access to these pages and would always manage our listings to match that of the corp. controlled page. Well the last week of July they announced they were giving us the option to take control of the page. This happened with two different companies, MAJOR national competitors in the same industry, within a couple days of each other. They now treat it just like another version of social media, instead of a major factor within search. I find it hard to believe that something isn’t going on…

Under "http://moz.com/blog/everybody-needs-local-seo" Q) There is a paragraph saying "If your business has multiple locations, you should have a unique location landing page for each Google Plus Local listing." Does it mean that for each of my shop (location), i have to create an brand new google plus page for it? Q) There is a paragraph saying "you're dealing with a single location, then we're talking about your home page - but these elements should also be locally optimized on product and services pages. City and state in the title tag. City and state in H1 heading" For example, if my country is australia, i have to create a page within my website and the it is optimised to the keywords "Gold Coast | Australia" in my 'product and services page'?
