Safest Route to Get from Drupal to Wordpress

Hi all,
I have a prospective client who currently has a Drupal 7 site and they are interested in converting it to Wordpress (or simply building it new in Wordpress) and changing CMS. They would like to update the look of their site to make it a little more modern, but they are very concerned about preserving their SEO and rank, etc so they plan to keep the structure and urls, etc. pretty identical to what they have now with only minor cosmetic changes for the moment.
I want to find the best and most economical route for them to take for a change like this. If an actual conversion/migration is the way to go, then I also want to help them find a professional developer they can trust to do the job correctly as I am not a Drupal person.
I guess my question concerns what would be the safest and most economical route to preserve the SEO and rank, etc. that they have now?
1) Would that be an actual migration and conversion of their current site into a custom WP theme that's structured as closely as possible to the site currently?
2) Or, depending on the ultimate complexity of the site, would it be possible to leave out the step of migration altogether? Would there be huge cons or red flags to starting from scratch and manually building a custom WP theme while duplicating the architecture/links/urls, etc. as closely as possible to the current site? Anything else to be worried about if this is a possibility?
3) Or would you suggest some other way entirely?
Thank you so much in advance for any guidance or suggestions on this! They are really nice people and I just want to make sure they do this safely because they get a lot of business from their site and they are justified to worry.

Now, I'm hoping there's someone out there who can recommend a professional developer for Drupal to Wordpress work like this... I've had some good luck on certain things with UpWork but it would be nice to have a recommendation for something like this.

The three things that you'll need to be concerned with in preserving SEO:
1. URL structure
2. Architecture or site map
3. Content on indivdiual pages
If these are preserved (which I recommend), then you shouldn't have any SEO issues when you move it to WP. I would recommend a custom WP theme. You can preserve the design but you may want to see how you can modify it to be faster as Google just updated their PageSpeed tool: https://developers.google.com/speed/pagespeed/insights/

Opencart vs. Wordpress/Woo
There are two issues facing me today. One is that my two e-commerce stores need updating after some 4 years, but I am seriously considering switching from Opencart to Wordpress/Woo. Opencart is a nightmare to work with at the best of times. Whenever I try to edit the footer of my current sites for instance nothing changes, the customisation of pages is sloppy and although the site works fine for perhaps the first 6 months, anytime after that it just slowly falls apart. Wordpress however features incredible customisation, is easy to edit the code but it lacks the backend functionality that Opencart is good at. Does anyone know the downsides of changing to Wordpress/Woo in respect to SEO?

Drupal Domain Access SEO Issues
I'm working with a new developer to redesign several Drupal sites and have 3-4 sites with similar designs and modules. The developer is keen on using Drupal Domain Access to make maintenance and sharing user information easier. Each site currently has a unique domain and content (although the sites are in related niches). Are there issues from an SEO perspective with the Drupal Domain Access Module? With only one instance of Drupal on the backend will Google somehow not view these as independent sites? Thanks for any info!

Does anyone know of an easy way to create jump links in WordPress without having to hardcode it into the HTML?
I am using Genesis Framework with the New Pro child theme on my site called Learn Internet Grow and when I create long articles I like to have a menu so readers can jump to a specific section. I wonder if there is a best practice for how to create jump links quickly without having to switch between the code editor and the post editor. There are a bunch of plugins but I am wary of adding more. Maybe if someone can tell me about one they had a good experience with. Ideally, a resource that shows you how to create a custom plugin for this or a non-plugin way to alter the framework to enable easy jump linking.

Wordpress themes causing google penalty(need experts to settle a debate)
Hi, I have been having a disagreement with another online marketing company. We are both promoting the same product under a different brand name but we ended up using the same theme to build our WordPress sites off of but in no way is the content the same. They are telling me that using the same theme in the same industry will cause a Google penalty. I do not believe this and do not see this causing a problem. The sites are relatively new so there is no proof of traffic dropping or penalties as of yet. What is everyone's professional opinion on this? Can a WordPress theme cause duplicate content penalty? If so would that not mean that anyone using themes will have some sort of penalty?

Does hidden content in jQuery ui tabs still get ignored?
I am looking for a more current answer to this question. I know that google leaves out the js and css. But since the code usually has display:hidden inline with the code while using jquery ui tabs I was curious to know if google considers this hidden or from what some articles have said, "tries to ignore the content". Is this still true today? I would assume no but looking for some back-up.

Hom much does getting a mobile website improve the "mobile ranking"?
There's been speculation about Google totally not ranking sites that are not mobile, but as far as I can see many sites rank THE SAME on mobile devices as on regular stationary PCs/lap-tops. I had hoped for a radically improved ranking once a mobile site was built. Or is it just that it takes a TON of time for it to go through and then it gets better or is it like with regular sites that a new mobile site on a sub-domain is parked in some form of mobile-sand-box? Also, does putting a mobile site on a ranking domain, as subdomain help, e.g. m.testingsite.com instead of testingsite.mobi ? Thanks.

Alternatives to Wordpress for updating content of a static html site
I have a static html site which I cannot update myself. What solutions/ programs would you recommend for gaining the ability to update it myself? I'm reluctant to switch to WordPress because the sites that use any CMS that are hosted by my web hosting company get routinely hacked. Thank you!
