Local vs Global Search Results Yield Very Different Rankings Lately

When I monitor my website's rankings, I always do it from Canada (direct connection) and from the USA (using a VPN in Arizona). I've been monitoring rankings this way for the last 3 years.
Most of the time, I got similar results (-5 / +5) from both location.
My website is a ".com" and targets an international audience.
Lately (is it since Panda 22?), I've seen dramatic differences in rankings from both locations. Some keywords will rank in the top 10 on Google.com (from the USA) while they will appear on page 3, 4, 5 and even lower on Google.ca (from Canada).
The thing is, the top 10 results on Google.ca are not even from canadian websites. Fact of the matter, there are even some results from India websites (.in) in the top 10!
I understand that Google.ca will give advantage to websites from Canada (or targeting the canadian market / .ca domain name) over international / US websites but there's never been such a huge difference in rankings until lately.
Has anybody else experienced this?
What are your thoughts?

Have you looked at the hosting country of all websites concerned? I have a .co.uk site that appears in .ca even though it's very directly targeting the UK but is hosted on a dedicated server in Canada.
The other thing to consider is that possibly these sites outranking you in google.ca are targeting .ca in their Webmaster tools, even if it's hard to tell who'd they be targeting based on the sites themselves.

Bounce rate high because customer login on different domain
Years ago we switch domain names for our site for almost everything except the client log in portal. Now we are experiencing really high bounce rates because site visitors will go to our site and then click on the client log in portal which takes them off our domain and on to our old domain. Because of this our bounce rate is around 80% and I know this is negatively effecting our traffic. Is there any way to fix this without switching the domain for the client log-in portal? Has anyone found a best practice for ranking a client who has one central office location, but a large, regional service area that they want to rank for?
All the most recent local search ranking is based upon physical addresses, but what happens when someone provides services and has staff 100 miles from that central office location, but no physical address to work with?

GWMT - "Tag Site For Child Directed Treatment" Effect On Search / Rankings?
Hi All, We have a client who has been directed to tag their site for "Child Directed Treatment" in Webmaster tools to comply with AdExchange policies. The site is, generally speaking, directed at those between the ages of 13 and 16 along with their parents, but does NOT collect any data (No sign in, login, signups etc). You can find out more about the specific tag here (unfortunately not much more about it) https://support.google.com/webmasters/answer/3221080?hl=en Our concern is that we have never heard of this specific tag, and our client is asking us to let them know if that this will have no effect on search traffic or ranking. I can't find much in the way of anyone who HAS implemented this tag and the effects it has had on their site. They are ad supported, receive millions of unique hits a month, and the majority of their traffic is from branded keywords. Would love to hear from anyone with ANY experience or thoughts on this process and what to be aware of. Your assistance is muchly appreciated.

Will creating sub folders for foreign versions of the website, remove rank juice from the main site?
Hi, We plan to create sub-folders for our german, spanish and italian language versions. If we do will this pass rank juice to the new sites, but at the same time badly effect our main site, regards link juice/serp? Or is this not such a huge factor in people's experience? Many thanks. James.

Forced Page Views and Search Engines?
I have a website that was built for the primary purpose of showing HTML 5 capabilities. With this, we have to create forced page views within analytics in order to receive any data about consumer behavior on the site. Are search engines viewing these forced page views as actual webpages? Does it even effect SEO efforts?

Local search advice?
Some sites i promote limit their services to 50 miles around their location how best is it to optimise their websites. Currently they don't rank very well for non localised search terms but they do very well for term which include their local area. is this something they should be concerned about? Any tips and advice on optimising for local search are greatly appreciated. thanks
