Dealing with Penguin: Changing URL instead of removing links

I have some links pointing to categories from article directories, web directories, and a few blogs. We are talking about 20-30 links in total. They are less than 5% of the links to my site (counting unique domains).
I either haven't been able to make contact with webmasters, or they are asking money to remove the links.
If I simply rename the URL (for example changing mysite.com/t-shirt.html to mysite.com/tshirts.html), will that resolve any penguin issues?
The link will forward to the homepage since that page no longer exists.
I really want to avoid using the disavow tool if possible.
I appreciate the feedback. If you have actually done this, please share your experience.

Hi, no I haven't needed to, so to be fair to you (which doesn't come across in my original reply to you - apologies), you are right to be cautious.
My thinking, based on what you said "I either haven't been able to make contact with webmasters, or they are asking money to remove the links", was that if you have done those things then you have done what Google asks in trying to mitigate the issues. In other words, you have demonstrated you have tried to do the right thing.
In that case, then disavow is an option for you, but maybe, in hindsight, with 20-30 links affected that represent <5% of your backlinks, then you should do nothing and concentrate on further offsetting their impact by growing more good links.
What I wouldn't do is pay for them to be removed. IMHO, for sites that are trying to earn money from holding sites to ransom then that only encourages more sites to ransom. If the site is asking for payment as a sort of "administration fee" (which I still think is unreasonable) then maybe ask them one more time. If the links are genuinely bad and the host site(s) have more than just yours, then they are endangering their own site by keeping them.

Honestly, the ones that you can pay to remove, pay them and be done with it. There's a lot of companies that were out there and still exist before Google's disavow tool even existed. Worst case scenario, just submit a reconsideration request after you have done what you can and move on. Spend your time and money building new content and enhancing existing content and whatever else is part of your online marketing strategy. I wouldn't worry about these 15-20 links out there. Don't let those 15-20 crappy links haunt you. You did your best in trying to remove them.
Also, if you were to change your URL, it will technically work for your URL, but not for your domain. As others said, the links will not point the benefit to your tshirts.html page but will to your domain name. Also, the redirect in case you delete the page and redirect to the homepage will actually hurt your homepage. So I would let it be a 404 if that's the route you'd prefer.

Changing the URL doesn't remove the link to your domain and if Google has previously identified it as a spammy link they will know from their site cache that the link previously went to another URL, so I don't think you are going to disavow your site of anything by doing that.
Is there a reason you don't want to use the Disavow tool? With only 20-30 links affected it will take no time to put them into a text file and submit them to Google.

Sorry it will not change things for you.
Two scenarios.
First if you delete the old page it will still remain in the index but it will be 404(not found) page.The link juice will exists.
Second if you do not delete this page rather redirects it to new page the link juice still exists.
You have to disavow the URL with have low quality inbound links.

Spam Links? -115 Domains Sharing the Same IP Address, to Remove or Not Remove Links
Out of 250 domains that link to my site about 115 are from low quality directories that are published by the same company and hosted on the same ip address. Examples of these directories are: -www.keydirectory.net -www.linkwind.com -www.sitepassage.com -www.ubdaily.com -www.linkyard.org A recent site audit from a reputable SEO firm identified 125 toxic links. I assume these are those toxic links. They also identified about another 80 suspicious domains linking to my site. They audit concluded that my site is suffering a partial Penguin penalty due to low quality links. My question is whether it is safe to remove these 125 links from the low quality directories. I am concerned that removing this quantity of links all at once will cause a drop in ranking because the link profile will be thin with only about 125 domains remaining that point to the site. Granted those 125 domains should be of somewhat better quality. I am playing with fire by having these removed. I URGENTLY NEED ADVICE AS THE WEBMASTER HAS INITIATED STEPS TO REMOVE THE 125 LINKS. Please suggest! Overstuffed URLs - to change, or not to change?
Hello guys, We are in doubts about changing URLs on our http://www.fiberscope.net/ store The site was hit by Google in January and has dropped from top 3 to top 20 for most of its keywords. Now we're working on some redesign, including removing of over optimized content from it. It looks like our categories and content pages URLs are overstuffed with keywords. Here is a dilemma. Should we rewrite them and set up 301 redirect or just leave as is? I look trough the seomoz Q&A and find out that a lot of guys got in troubles after redirecting PLEASE, Suggest!

Should I change wordpress urls?
Should I change my wordpress permalinks to include the keyword? For examples at the minute my url is http://www.musicliveuk.com/home/wedding-singer. Is it better to be http://www.musicliveuk.com/live-bands/wedding-singer. 'home' is not relevant so surely 'live-bands' would be better? If I change the urls won't I lose 'link juice' as external links will all point to a url that no longer exists? Or will wordpress automatically redirect the old url to the new one? Finally, if I should change the url as described how do I do it on wordpress? I can only see how to edit the last bit of the url and not the middle bit.

Should I shorten my urls?
For my informational site I have a lot of urls that are way too long. When I first created the site, I wrote a script that takes out the common words of a post and fashions a url. So, for example, if the first few words of a question were: Hi there, I have a question about back pain. I'm wondering what drugs would be good for relief and how I can get some help? then my url may be: www.mydomain.com/question?id=123-question-back-pain-wondering-drugs-good-relief-how-get-some-help Once I got learning about seo I realized that these urls were too long but I never did anything about them. Should I be shortening these, or is my time best spent doing something else?

Too many links!
Hi, I'm running a wordpress blog (modhop.com) and am getting the "too many links" on almost all of my pages. It appears that in addition to basic site navigation I have plug-ins that create invisible links that are counted in the crawl...at least that's my guess. Is there a good way to control this in wordpress? A nofollow in the .htaccess? A plug-in that does this? (I'm sort of at novice-plus level here so the simplest solution is ideal.) Thanks!
