Best Practices for Converting PDFs to HTML

We're working with a client who gets about 80% of their organic, inbound search traffic from links to PDF files on their site.
Obviously, this isn't ideal, because someone who just downloads a PDF file directly from a Google query is unlikely to interact with the site in any other way.
I'm looking to develop a plan to convert those PDF files to HTML content, and try to get at least some of those visitors to convert into subscribers.
What's the best way to go about this? My plan so far is:
- Develop HTML landing pages for each of the popular PDFs, with the content from the PDF, as well as the option to download the PDF with an email signup.
- Gradually implement 301 redirects for the existing PDFs, and see what that does to our inbound SEO traffic. I don't want to create a dip in traffic, although our current "direct to inbound" traffic is largely useless.
Are their things I should watch out for? Will I get penalized by Google for redirecting a PDF to HTML content? Other things I should be aware of?

No, you won't get penalized for redirecting the PDFs to HTML versions of them. In fact, Google will like it.

Worth Improving HTML Sort Order?
Our developer has suggested that we alter our HTML so the important content appears at the very top of the source code and Google can index our pages more efficiently. Is this a worthwhile improvement in terms of improving ranking? Our developer describes the improvement in this manner: sort-order of the important content inside the code, so we may have similar text code ratio at the end but the important code we need Google to index will be at the very top in the source code, in terms of a very technical approach Google will find the key content faster and that should help to improve the crawling process as search engines read HTML code linearly. This change do not necessarily will affect the HTML, we can achieve it by using style sheet (CSS code) instead, reducing the chance of major BUGs. Thanks, Alan

Link-building best SEO practice (one-off VS periodic blogging)
Hi all, Generally, what would be best when building a website's ranking through link building? Having the same links from the same bloggers or receiving new links from different bloggers every time? A lot of the SEO services offer 4-8 blog backlinks per month. Would it be best if these links came from different sources every time or most from the same sources each month? Best practice?
Hi there, I have recently written an article which I have posted on an online newspaper website. I want to use this article and put it on my blog also, the reason the article will be placed on my blog is to drive users from my email marketing activities. Would it simply be best practice to disallow Google from crawling this page? or put a rel canonical on the article placed on my blog pointing to the article placed on the online newspaper website? Website Siloing..best practice?
Hi all I am doing some research this week on the effects of siloing a Magento site. We have about 1,654 pages with approx 1,400 products. We want to silo the website in order to address the internal linking issues and to also focus the customer journey in a more organised way. I need to report all of the possible angles and effects that this will have on the site, prior to implementing it. Does anyone have info on best practice for siloing? I'd appreciate any help... Best practice to redirects based on visitors' detected language
One of our websites has two languages, English and Italian. The English pages are available at the root level:

www.site.com/it/pagina2 When an Italian visitor first visits www.mysit.com we'd like to redirect it to www.site.com/it but we don't know if that would impact search engine spiders (eg GoogleBot) in any way... It would be better to do a Javascript redirect? Or an http 3xx redirect? If so, which of the 3xx redirect should we use? Thank you0
