Sitewide nav linking from subdomain to main domain

I'm working on a site that was heavily impacted by the September core update.
You can see in the attached image the overall downturn in organic in 2019 with a larger hit in September bringing Google Organic traffic down around 50%.
There are many concerning incoming links from 50-100 obviously spammy porn-related websites to just plain old unnatural links. There was no effort to purchase any links so it's unclear how these are created.
There are also 1,000s of incoming external links (most without no-follow and similar/same anchor text) from yellowpages.com. I'm trying to get this fixed with them and have added it to the disavow in the meantime.
I'm focusing on internal links as well with a more specific question: If I have a sitewide header on a blog located at blog.domain.com that has links to various sections on domain.com without no-follow tags, is this a possible source of the traffic drops and algorithm impact? The header with these links is on every page of the blog on the previously mentioned subdomain.
**More generally, any advice as to how to turn this around? **
The website is in the travel vertical.

1, if you spot clearly spammy and unnatural links.. go ahead and disavow them. Keep in mind that there is the possibility to disavow entire domains. Here for more information about it. Disavow backlinks - Google Search Console.
2, No, sitewide links from a blog or in any part of your own website won't be a cause of penalty like this one. Google is able to recognize sitewide links a few years back. I wouldn't worry about that.
3, There are many areas to focus after an organic penalty. I'd suggest trying to understand which queries and URLs are the ones losing traffic and rankings, mostly from Google Search Console. Then, analyze what's going on with the User Experience and Site Speed, comparing your website with the ones that outrank you. And, last but not least, content! Check your content whether is the one that should be answering user's queries.

Too many links pointing to our privacy policy page: Hurting our ranking efforts of main pages?
Hi community, As per the "Links" report from GSC, there are millions of pages pointing to our privacy policy page. We can expect high number of links to this page being ours an open source product. But these links are overtaking the count of links pointing to our homepage which are very artificial from few spammy or low quality sites. "Privacy policy" anchor text is also been the top anchor text. Our homepage ranking dropped and I suspect this is the culprit. Unrelevant links
Hi there, In my website, There are lots of unrelevant/unnatural links coming in Google Search, we have removed it Through Remove URLs option, Also Cleared All Spammy backlinks, made website Content Cleared , But still it gives us unnaural links,, because of that our website rank loosed. Tiered back links
Playing catch up with latest SEO techniques and wanted to ask the community what opinion is with generated tiered back links. For example, in one month having - 50 tier one links, 250 tier two links and 1000 tier three links generated within articles forums, social networks, guestbooks etc. In my view this is blackhat, my question is - is this still acceptable? or will it be damaging my domain? Hello, Is finding backlinks through competitive analysis only for high quality links these days. It seems commonly thought that link building is dead. Multiple domains different content same keywords
what would you advice on my case: It is bad for google if i have the four domains. I dont link between them as i dont want no association, or loss in rakings in branded page. Is bad if i link between them or the non branded to them branded domain. Is bad if i have all on my webmaster tools, i just have the branded My google page is all about the new non penalized domain. altough google gave a unique domain +propdental to the one that he manually penalized. 302 redirects - redirecting numerous domains into main primary domain
302 Redirects - We are a digital agency carrying out some SEO analysis for a potential client. The client has bought over 150 different domains and redirected (302) them into his main domain. The domains were bought up based on relevant industry keywords and protection. On first instance this seems like a Black hat technique that Google would most definitely punish - buying up domains and redirecting them to main website. Does anyone have any thoughts on this?
