Competitor using "unatural inbound links" not penalized??!

Since Google's latest updates, I think it would be safe to say that building links is harder. But i also read that Google applies their latest guidelines retro-actively. In other words, if you have built your ilnking profile on a lot of unnatural links, with spammy anchor text, you will get noticed and penalized.
In the past, I used to use SEO friendly directories and "suggest URL's" to build back links, with keyword/phrase anchor text. But I thought that this technique was frowned upon by Google these days.
So, what is safe to do? Why is Google not penalizing the competitor?
And bottom line what is considered to be "unnatural link building" ?

Would love to fill out that spam report - but I think I'm gonna go with the solution below - the domain in question has a lot of natural links, but no keyword specific links in directories - whilst the other site is built solely on directory links -
Hopefully a few directory links will push the balance in our favour!

With Penguin, you want to keep keyword anchor text links to below 30-40% of your total link profile, or you might get hit with an unnatural link warning. Directory links are still fine, as long as you use them in moderation.
In general, the stronger your link profile, the more tolerance Google will have for spammy links. Every large site is going to end up with thousands of spammy links pointing to them, through no fault of their own. The question is whether you have enough authoritative links to counteract these negative links.

I know that it gets aggravating when you're doing the right thing and your competitors are cheating with seemingly no repercussions, but trust me when I say that they will get swept up eventually. Here is a list of unnatural link building tactics.
If they are doing any of these, they will get sodomized by Google (probably sooner than later).
If you want to be proactive there is a Spam Report Form that submits websites to the Google Web Spam Team. I can't say how well your Karma will do afterwords, but go for it if you want.

Tiered back links
Playing catch up with latest SEO techniques and wanted to ask the community what opinion is with generated tiered back links. For example, in one month having - 50 tier one links, 250 tier two links and 1000 tier three links generated within articles forums, social networks, guestbooks etc. In my view this is blackhat, my question is - is this still acceptable? or will it be damaging my domain? Exact match domain - should i use one
i have the domain "region"familyholidays.co.uk for an upcoming site. i was pleased as its memorable and tells the user what its about. i am targetting keywords such as: region family holidays region family hotels region famliy cottages region family campsites is it something i should avoid because of potential penalties. i will be adding plenty of good content and doing all the offsite things but dont want to start with a handicap with an emd? thanks neil

Google webmasters tools, Majestic and Ahref in a simple case study (Bad links and Good links)
Hey guys, This case study started from here. A simple summary, I discover that I got +1000 backlinks from Blogspot though Google webmasters tools after making a connection with owners of these blogs which points to my new blog. Before starting I proudly invite Thomas Zickell and Gary Lee in this discussion. I wish you accept my invitation. Let's go to the main point, I've used Google webmaster tools so I will start with. Then Ahref which used by **Thomas **and then Majestic which used by Gary. Take a look at "001" screenshot, you will see that Google webmaster tools discovered 1291 links points to my site. Take another look at "002" screenshot, you will find that there are 22 domains points to my site. Most of them are good links since they are coming from websites such as Google.com, Wikipedia.org, Reddit, Shoutmeload, WordPress.org, ...etc. Beside +1000 backlinks came from Blogspot.com (blogs). Also, there's some bad links such as this one came from tacasino.com Necessary to say that I've got some competitors and they nicely asked me to stop the competition for some keywords and I've ignored their request. So, I'm not surprised to see these bad links. At "002" screenshot, we can see that Google didn't discover the bad links as they discovered the good links. And they discovered a lot of backlinks which not discovered by any other tools. **Let's move to Ahref, ** I will use screenshots provided by Thomas. At "003" screenshot, you can see Ahref report that say 457 links from 10 domains. By the way, social engagements data are wrong. I got more than zero engagements .. really. At "004" screenshot, you can see domains points to my site, links with anchor text. Take a look at the second link you will find that it's a spammy link coming from PR2 home page since it's is over optimized. the third link is also a spammy link since it coming from a not-relevant website. Beside other bad links need to be removed. So, Ahref didn't discover all of my good links. Instead of that it discovered few good links and a lot of bad links. In a case like this a question come needs to be answered since there are some people trying so hard to hurt my site, Do I have to remove all this bad links? Or, just links discovered by Google. Or, Google understand the case? **Let's move to majestic, ** Gray Lee provided data from majestic which say "10 Unique Referring Domains, with 363 links, 2 domains make up a majority." Since Gray didn't take any screenshots I will provide mine. At "005" screenshot, you can see some of the bad links discovered by Majestic. Not all of them discovered by Ahref or Google. In the other hand, Majestic didn't discover all of my Good links. Also, there's a miss understand I would like to explain here. When I published the Discussion about +1000 link. Some people may think that I trying to cheat you by providing fake info and this totally wrong. I said before and I'm saying that again you are so elite and I respect you. Also, I'm preparing for an advanced case study about this thing. If any expert would like to join me this will be great. Is it okay to use eLocal services?
Is it okay to use a service like eLocal's 'reach the web' to clean up our company listings on website directories or is it considered black hat? Our company name and address is inconsistent on many of the website directories and we want to clean it up fast. eLocal has a service that can do this. I just want to make sure it's not considered bad to have a vendor do it. Thanks!

What are your views on recent statements regarding "advertorial" content?
Hi, Recently, there's been a lot said and written about how Google is going to come down hard on 'advertorial' content. Many B2B publishers provide exposure to their clients by creating and publishing content about them -----based on information/ content obtained from clients (for example, in the form of press releases) or compiled by the publisher. From a target audience/ user perspective, this is useful information that the publication is bringing to its audience. Also, let's say the publishers don't link directly to client websites. In such a case, how do you think Google is likely to look at publisher websites in the context of the recent statements related to 'advertorial' type content? :)) I've made a few changes recently which has included having the
Contract jobs in **** | Permanent Jobs in **** | Temporary Jobs in **** & Today’s
jobs in **** links added to the homepage... Perhaps foolishly and impatiently, I did all of these at the
same time, whilst also changing the sites internal link structure, specifically
for all links to the homepage, which previously were like <a<br>href="/">Home and have now been changed to <a<br>href="/">jobs in ****</a<br></a<br> Meaning that I have 4500 internal links with the anchor text
'jobs in ****' But rather than seeing an improvement n my SERPs ranking, I have
gone from page 2 of Google to page 6, and falling...... Apart from being inpatient, what have I done wrong? Many thanks0 -
Any recent discoveries or observations on the "Official Line" of incoming link penalization?
I know this is always a contentious issue and that the official, or shall we say semi-official line is that you can't be penalized for incoming links, as you can't control who links to you (aside of course from link buying, and other stuff that Google feels it can work out). I was wondering if anyone had any recent discoveries or observations on this? Obviously there's the problem that is usually brought up where you could damage a competitor buy link building to them with spammy links, etc... hence the half denial of it being an issue... but has anyone seen or hear anything on it recently, or experienced something relevant?
