Competitor using "unatural inbound links" not penalized??!

Since Google's latest updates, I think it would be safe to say that building links is harder. But i also read that Google applies their latest guidelines retro-actively. In other words, if you have built your ilnking profile on a lot of unnatural links, with spammy anchor text, you will get noticed and penalized.
In the past, I used to use SEO friendly directories and "suggest URL's" to build back links, with keyword/phrase anchor text. But I thought that this technique was frowned upon by Google these days.
So, what is safe to do? Why is Google not penalizing the competitor?
And bottom line what is considered to be "unnatural link building" ?

Would love to fill out that spam report - but I think I'm gonna go with the solution below - the domain in question has a lot of natural links, but no keyword specific links in directories - whilst the other site is built solely on directory links -
Hopefully a few directory links will push the balance in our favour!

With Penguin, you want to keep keyword anchor text links to below 30-40% of your total link profile, or you might get hit with an unnatural link warning. Directory links are still fine, as long as you use them in moderation.
In general, the stronger your link profile, the more tolerance Google will have for spammy links. Every large site is going to end up with thousands of spammy links pointing to them, through no fault of their own. The question is whether you have enough authoritative links to counteract these negative links.

I know that it gets aggravating when you're doing the right thing and your competitors are cheating with seemingly no repercussions, but trust me when I say that they will get swept up eventually. Here is a list of unnatural link building tactics.
If they are doing any of these, they will get sodomized by Google (probably sooner than later).
If you want to be proactive there is a Spam Report Form that submits websites to the Google Web Spam Team. I can't say how well your Karma will do afterwords, but go for it if you want.

Suspicious external links to site have 302 redirects
Hi, I have been asked to look at a site where I suspect some questionable SEO work, particularly link building. The site does seem to be performing very poorly in Google since January 2014, although there are no messages in WMT. Using WMT, OPenSiteExplorer, Majestic & NetPeak, I have analysed inbound links and found a group of links which although are listed in WMT, etc appear to 302 redirect to a directory in China (therefore the actual linking domain is not visible). It looks like a crude type of link farm, but I cant understand why they would use 302s not 301s. The domains are not visible due to redirects. Should I request a disavow or ignore? Link Audit: How do I decide what is a good or bad link?
I am conducting a link audit for one of my formerly high-ranking pages. But despite reading quite a bit on the issue, I am still quite confused as to how to decide whether to keep or remove a link. Some links come from directories and social bookmarking sites. I know that generally speaking, you do not want to be on these types of sites, but what if their domain authorities, pageranks, and mozTrusts scores are good? For example, here is one of my links for "envelopes": http://www.folkd.com/detail/www.jampaper.com%2FEnvelopes The page itself has no MozRank, MozTrust, or links but the domain has an authority of 88, a MozRank of 6.41, a mozTrust of 6.31. Should I be looking on a page level or domain level basis? It also has over 5 million links, with over two million of those being external followed links. Is the high quantity of links a warning sign? I also used a free online tool (thesitevalue.com) to determine how much traffic the domain gets. Apparently it receives over 350,000 unique visits daily, so it must be useful to people. This, combined with the fact that we've received 5 visits from the link over the last year (not a lot, but something), makes me believe that the link's intent wasn't purely to "trick" Google. Despite this, I still have a feeling the link could be considered low-quality based on the domain's appearance. Similarly, some of our links are coming from domains named linkdirect.info, backlinks8.com, tolinkup.com, findyourlink.info, searchengineurl.com, websubmissionfree.com. Is it safe to assume these are harmful links strictly because of their names? Thank you!

Should I Do a Social Bookmarking Campaign and a Tier 2 Linking?
I don't see anything bad in manually creating links on different (about 50) social bookmarking services. Is this method labeled as White Hat? I was wondering if it would be fine to create Tier 2 linking (probably blog comments) for indexing of the social bookmarking links? Please share your thoughts on the topic.

White hat link technique to banned domain
The question is: I have branddomain A (manually penalization by google, one year ago and after 4 consideration requests and more than 3/4 of links removed, stills banned) authority 42 And and new branddomain B (with fresh content created after penalization in the case of no recovery as it happen) authority 26 There are no links from A to B, both are now with same traffic but i want people that find me on domain A (partial penalized) to come to my new web brand. Both domains have same name, different extensión. So the question: Can i link with photo domain A to domain B, if i place nofollow and no ancor text on those linked photos. Off-page SEO and link building
Hi everyone! I work for a marketing company; for one of our clients' sites, we are working with an independent SEO consultant for on-page help (it's a large site) as well as off-page SEO. Following a meeting with the consultant, I had a few red flags with his off-page practices – however, I'm not sure if I'm just inexperienced and this is just "how it works" or if we should shy away from these methods. He plans to: guest blog do press release marketing comment on blogs He does not plan to consult with us in advance regarding the content that is produced, or where it is posted. In addition, he doesn't plan on producing a report of what was posted where. When I asked about these things, he told me they haven't encountered any problems before. I'm not saying it was spam-my, but I'm more not sure if these methods are leaning in the direction of "growing out of date," or the direction of "black-hat, run away, dude." Penguin link removal what would you do?
Hi Over the last 4 months I have been trying to remove as many poor quality links as possible in the hope this will help us recover. I have come across some site's that the page our back-link is on has been de-indexed, goggle shows this when I look at the cached page... 404. <ins>That’s an error.</ins> The requested URL /search?sourceid=navclient&ie=UTF-8&rlz=1T4GGNI_enGB482GB482&q=cache:http%3A%2F%2Fforom.eovirtual.com%2Fviewtopic.php%3Ff%3D4%26t%3D84 was not found on this server. <ins>That’s all we know.</ins> If goggle is showing this message do I have to still try to remove the link, or is it a case goggle has already dismissed the link?

Best use of domains with keywords
I own a domain with just the company name in it (no keywords) that I use as main domain. I also own some other domain with keywords inside that right now I redirect all to the main domain with a 301 redirect. What is the best use for these domains? Should I use them when I do link building or is better to use just the main domain? Can they be useful to increase the main domain link juice/page rank? If yes, how? Thanks

Contract jobs in **** | Permanent Jobs in **** | Temporary Jobs in **** & Today’s
jobs in **** links added to the homepage... Perhaps foolishly and impatiently, I did all of these at the
same time, whilst also changing the sites internal link structure, specifically
for all links to the homepage, which previously were like <a<br>href="/">Home and have now been changed to <a<br>href="/">jobs in ****</a<br></a<br> Meaning that I have 4500 internal links with the anchor text
'jobs in ****' But rather than seeing an improvement n my SERPs ranking, I have
