Competitor using "unatural inbound links" not penalized??!

Since Google's latest updates, I think it would be safe to say that building links is harder. But i also read that Google applies their latest guidelines retro-actively. In other words, if you have built your ilnking profile on a lot of unnatural links, with spammy anchor text, you will get noticed and penalized.
In the past, I used to use SEO friendly directories and "suggest URL's" to build back links, with keyword/phrase anchor text. But I thought that this technique was frowned upon by Google these days.
So, what is safe to do? Why is Google not penalizing the competitor?
And bottom line what is considered to be "unnatural link building" ?

Would love to fill out that spam report - but I think I'm gonna go with the solution below - the domain in question has a lot of natural links, but no keyword specific links in directories - whilst the other site is built solely on directory links -
Hopefully a few directory links will push the balance in our favour!

With Penguin, you want to keep keyword anchor text links to below 30-40% of your total link profile, or you might get hit with an unnatural link warning. Directory links are still fine, as long as you use them in moderation.
In general, the stronger your link profile, the more tolerance Google will have for spammy links. Every large site is going to end up with thousands of spammy links pointing to them, through no fault of their own. The question is whether you have enough authoritative links to counteract these negative links.

I know that it gets aggravating when you're doing the right thing and your competitors are cheating with seemingly no repercussions, but trust me when I say that they will get swept up eventually. Here is a list of unnatural link building tactics.
If they are doing any of these, they will get sodomized by Google (probably sooner than later).
If you want to be proactive there is a Spam Report Form that submits websites to the Google Web Spam Team. I can't say how well your Karma will do afterwords, but go for it if you want.

Google webmasters tools, Majestic and Ahref in a simple case study (Bad links and Good links)
Hey guys, This case study started from here. A simple summary, I discover that I got +1000 backlinks from Blogspot though Google webmasters tools after making a connection with owners of these blogs which points to my new blog. Before starting I proudly invite Thomas Zickell and Gary Lee in this discussion. I wish you accept my invitation. Let's go to the main point, I've used Google webmaster tools so I will start with. Then Ahref which used by **Thomas **and then Majestic which used by Gary. Take a look at "001" screenshot, you will see that Google webmaster tools discovered 1291 links points to my site. Take another look at "002" screenshot, you will find that there are 22 domains points to my site. Most of them are good links since they are coming from websites such as Google.com, Wikipedia.org, Reddit, Shoutmeload, WordPress.org, ...etc. Beside +1000 backlinks came from Blogspot.com (blogs). Also, there's some bad links such as this one came from tacasino.com Necessary to say that I've got some competitors and they nicely asked me to stop the competition for some keywords and I've ignored their request. So, I'm not surprised to see these bad links. At "002" screenshot, we can see that Google didn't discover the bad links as they discovered the good links. And they discovered a lot of backlinks which not discovered by any other tools. **Let's move to Ahref, ** I will use screenshots provided by Thomas. At "003" screenshot, you can see Ahref report that say 457 links from 10 domains. By the way, social engagements data are wrong. I got more than zero engagements .. really. At "004" screenshot, you can see domains points to my site, links with anchor text. Take a look at the second link you will find that it's a spammy link coming from PR2 home page since it's is over optimized. the third link is also a spammy link since it coming from a not-relevant website. Beside other bad links need to be removed. So, Ahref didn't discover all of my good links. Instead of that it discovered few good links and a lot of bad links. In a case like this a question come needs to be answered since there are some people trying so hard to hurt my site, Do I have to remove all this bad links? Or, just links discovered by Google. Or, Google understand the case? **Let's move to majestic, ** Gray Lee provided data from majestic which say "10 Unique Referring Domains, with 363 links, 2 domains make up a majority." Since Gray didn't take any screenshots I will provide mine. At "005" screenshot, you can see some of the bad links discovered by Majestic. Not all of them discovered by Ahref or Google. In the other hand, Majestic didn't discover all of my Good links. Also, there's a miss understand I would like to explain here. When I published the Discussion about +1000 link. Some people may think that I trying to cheat you by providing fake info and this totally wrong. I said before and I'm saying that again you are so elite and I respect you. Competitor link profile shocking - yet still out ranking!

I have been doing some background seo checking on a competitor in my small "insurance niche" to try and see why they have recently shot up the listings and are now consistently out ranking us.
We have quality content on our site and have always taken an approach of trying to be whiter than white when it comes to developing out SEO plans. The site in question has recently moved ahead of us (along with some aggregators e.g. confused.com) possibly due to shifting patterns from possible algorithm changes favouring brand or could it be a case that Google has dropped a ball when it comes to checking back links as the competitors site is 99% linked to link farms, link submission sites, directories and lots of other spammy/poor quality sites. We do not feel they are doing anything from a content stand to justify their sudden propulsion up the ranks. I am reluctant to pursue dodgy tactics to help get out site back in position as I feel it could then contribute and hurt us down the line. Does anyone know how I can combat against their poor QUANTITY over QUALITY banklink profile that is surely helping them at the minute? Guest post linking only to good content
Hello, We're thinking of doing guest posting of the following type: 1. The only link is in the body of the guest post pointing to our most valuable article. 2. It is not a guest posting site - we approached them to help with content, they don't advertise guest posting. They sometimes use guest posting if it's good content. 3. It is a clean site - clean design, clean anchor text profile, etc. We have 70 linking root domains. We want to use the above tactics to add 30 more links. Is this going to help us on into the future of Google (We're only interested in long term)? Is 30 too many? Thanks.

Has my site been penalized by google
Hi all I have noticed a sudden drop in rankings for most of my keywords on kerryblu ,co,uk and was thinking the site may have been manually penalized by google. I have not received any notification of this in webmaster tools but can't think of any other reason for the loss of rankings. I have searched the web for info on this but can't find a definite answer. Is there any way of knowing for sure. At the time of the crash the only real change I made was adding google adsense to my blog. Could this be responsible. Thanks for looking.

How to know if a link in a directory will be good for my site?
Hi! Some time ago, a friend of my added our site to a directory. I did not notice it until today, when in the search results for my domain name, the directory came in the first page, in the four position. My friend wrote a nice article, describing our bussiness, and the page has a doFollow link. Looking at the metrics of that directory, I found the following: Domain Authority: 70; main page authority: 76; linking domain roots: 1383; total links: 94663 (several anchor texts); facebook shares: 26; facebook likes: 14; tweets: 20; Google +1: 15. The directory accept a free article about a company, does not review it before it is published, but look for duplicated articles representing spam; so one company can only have one listing (in theory). Is there any formula to know if a directory is safe to publish a doFollow link? If they don't review the link I would say is not a good signal, but is there any other factors to take into account?

Blogger Reviews w/ Links - Considered a Paid Link?
As part of my daily routine, I checked out inbound.org and stumbled upon an article about Grey Hat SEO techniques. One of the techniques mentioned was sending product to a blogger for review. My question is whether these types of links are really considered paid links. Why shouldn't an e-commerce company evangelize its product by sending to bloggers whose readership is the demographic the company is trying to target? In pre e-commerce marketing, it was very typical for a start-up company to send samples for review. Additionally, as far as flow of commerce is concerned, it makes sense for a product review to direct the reader to the company, whether by including a contact phone number, a mailing address, or in today's e-commerce world, a link to their website. I understand the gaming potential here (as with most SEO techniques, black-hat is usually an extreme implementation), but backlinks from honest product reviews shouldn't have a tinge of black, thus keeping it white-hat. Am I wrong here? Are these types of links really grey? Any help or insight is much appreciated!
