A point of clarification here related to the first part of your answer. Google does not use PA and DA, those are Moz metrics. They're not looking at the Moz metrics for a site when they use their algorithms.

RE: Guest Blogging good or bad?
There isn't a black or white answer here, as it really depends on how guest blogging is done. If the content is 400 words that is put through a content spinner and 40 versions of it are posted on 40 sites that accept any content on any subject, then yeah, it's bad. If it's content that is relevant to the hosting site and their audience, is unique, presents new information, is helpful for the readers, and generally requires a decent amount of time and effort to put together, it's much more likely to be good.

Do you have any conversion events or conversion tracking in place? Any way to look in your analytics or paid advertising and show the boss that "hey, people coming in that searched for 'liquidation' have fewer page views, lower conversion, and higher bounce rate than those who come in for '[specific term] liquidation"? Because you'll get people who are searching for information for physics class, people who are searching for sales happening at a local mall, etc.

Another thought would be to look at Google Trends. I did a quick search for fence repair in the US http://www.google.com/trends/explore#q=fence+repair&geo=US and over the last several years, winter clearly has a dip in searches. Also interesting is that the southern states have more searches than the northern states in general.

When this has been in place a few months, could you update here with how it went? Or if you have interesting results (whether a success or not), you might want to write up a YouMoz post. Things that would be of interest would be how you arranged the content, got stakeholders on board, and changes in:
- traffic from organic search
- sales (both of the machines and of the blades)
- service/help inquiries (did adding this content help reduce that load?)

If you don't want a repeat of what happened before, you'd do well to do some searching on your own. One good thing to do is look at the answers others have given in this forum to similar questions. If you find someone whose answers you like and trust, and they seem to be trusted by others, approach them and see if they're hiring. Right now, what you're doing is similar to going in the middle of a parking lot and shouting "is anyone here a good mechanic?".

Unless it happened to show up in your feed (in which case you can see a note that it was sponsored), to my knowledge, there's no way of knowing it was paid. I asked Marty from Aim Clear and a couple of other people about this last spring, and they weren't aware of a way either. If one post has 3000 FB likes, and all the other posts by the page have about 10 likes, you can guess that they did something, however.

Tread carefully on LinkedIn. If one group puts you on moderation for self-promotional content, it can trigger moderation for your other groups, even if they never put you on moderation explicitly (see http://help.linkedin.com/app/answers/detail/a_id/38735).
Do a little bit, and see if anyone actually reads what you post in the groups (by looking at the referral traffic in your analytics program). All too often, the groups are filled with everyone promoting their own posts, and nobody commenting on the posts or questions that other people have. You'll need to decide if LinkedIn is worth the time you spend on it.

Here's a couple of things I would add to the process.
2a) Look at what the person has written before you ask them to write. Nothing like asking them to write for you, then needing to decline once you see their post.
3a) Have a good reason for them to post. The person doing the writing needs to get paid. If they are a freelancer, you're competing with other people who are willing to pay them for their time. If they are at a company with a boss, they need to convince their boss that it's worthwhile for them to donate their time to write for you, instead of writing for their own site, or doing something else to generate their company money.
4a) Don't push your luck with asking people to write for you for free and then also link to you.
